The EV scooters are transforming how women commute in Pakistan, from facing harassment in everyday life to finding freedom of commute in the modern world.
A woman’s job in Pakistan requires a lot of patience and courage to get to work safely. Yes, it is a dangerous journey due to overcrowded buses, uninvited stares, and the risk of harassment. Some women rely on men for transportation. Some simply do not leave home.
Now, things are changing as women in Sindh, Punjab, and Khyber Pakhtunkhwa are switching to EV scooters. They run at a lower cost. By providing women with control of their time. More importantly, it allows them to travel without fear.
The Problem: Public Transport Was Never Built for Women
Public transportation in Pakistan has been unsafe for women. Stalking and harassment of any kind are frequent. Early on, young girls are taught that going outdoors involves them facing looks, tight spaces, and invasions of personal safety.
They do not go out alone during the night. They speak quietly and don’t take offense at insults. They’re willing to put up a temporary lid on where & when they can go, because the system wasn’t built for them.
The Solution: EV Scooters Are Giving Women Freedom
Electric scooters are helping to change this reality. They’re a solution for women who wish to commute their own way.
The Pink EV Scooty Distribution Program was launched by the Sindh government. The first phase allocated 200 free electric cables to women such as students, teachers, doctors, and other professionals. Eventually, the scheme will provide 1000 scooters total. The government has now given the green flag for 1,000 more scooters.
In his own words, PPP Chairman Bilawal Bhutto Zardari said, “It was not only the transport incident, but it’s also the future of the women whom we are investing in, that they can study, work, and progress.”
KP has given approval for the vision of providing e-scooters for working women and female students under the Annual Development Program 2026-27.
To address mobility concerns and generate women entrepreneurship, Punjab has launched women taxi e-services.

Women’s Empowerment is at the Center of this Shift
Independent mobility for women is more than a means of transport. It is a matter of dignity, opportunity, and the right to make their own choices about their lives.
A system that takes women’s fears seriously, not just as an issue, but as a reality, sends a strong message. It conveys to women that their safety is important. It lets them know they can move without asking.
Reminding the country, Bilawal Bhutto Zardari quoted, “Unless your women are side by side, no country can attain the heights of glory”, he said, paraphrasing the words of Quaid-e-Azam Muhammad Ali Jinnah.
Pink Women’s Bus Service was initiated first by the government of Sindh. The Pink EV Scooty initiative is a fruit of this success and continues in the journey of safer, cleaner, and cheaper modes of transport for women.
Fear has become a regular practice for millions of women in Pakistan. They bring it to school, to work, to the markets, and to their homes, too. These kinds of projects don’t provide perfection. They offer a possibility.
