E-Challan Begins Through Safe City Cameras for Littering From Cars

E-challan for littering enforcement is being introduced in Lahore through the Safe City camera network. The cameras, already used for traffic monitoring, can now help identify vehicles when people are caught throwing waste from car windows or littering in public areas.

How E-Challan for Littering Works in Lahore

The use of the Safe City camera network has been launched to combat littering and other cleanliness issues in Lahore.

The cameras can now identify individuals from vehicles or in public areas who throw trash. Upon this occurrence, the number plate of the vehicle is read, and using the information, the system traces the owner and provides a digital challan.

How Safe City Cameras Detect Littering

The government of Punjab already has an existing Automatic Number Plate Recognition (ANPR) system for police traffic monitoring. Now, that technology connects a littering fine directly to a vehicle’s registration.

Suthra Punjab’s enforcement teams also support this with their digital system. They’ll take photos and get GPS position and data (if available) before they can record a violation, which will lead to a warning and/or a fine.

E-Challan for Littering Fines and Penalties

The penalty for various offenses, according to the Punjab Local Government Act, 2025, and the Suthra Punjab Authority Act, 2026:

  • Littering in public places: Rs. 1,000 to Rs. 10,000
  • Failure to maintain cleanliness of house, shop, or factory outside: Rs. 1,000 to Rs. 50,000
  • Using banned plastic bags at shops or malls: Rs. 1,000 to Rs. 2,000
  • Burning waste: Rs. 100,000 to Rs. 500,000, plus up to two years in prison
  • Burning tires: one or a factory at most places, including up to Rs. 500,000, plus up to seven years in prison

Penalties are much more severe for waste burning and tire burning.

From Littering Warnings to E-Challan Fines

In September, the anti-littering e-challan initiative was introduced in Lahore with a grace period. The bulk of tickets were issued for the major roads and street commercial districts, with the warning served prior to the fine.

That grace period is coming to an end. Financial fines are likely to start October 1st.

What This Means for Drivers?

That fundamental change here would be in enforcement in the absence of an officer. While the plate is currently readable, that is sufficient to make the connection to the car if a camera has captured a photo of someone discarding a bottle or wrapper.

This will make littering fines compliant with Punjab’s current traffic ticketing process using cameras. And it’s likely to expand. Punjab fears it is not long before such enforcement will cease to be restricted to Lahore, given its recent approval of a further 10,000 cameras in 98 tehsils.
